Description:

The project aimed to develop the impact assessment of the activities carried out within the project "Italia Login - La Casa del Cittadino", funded under the Italian National Operational Plan (PON) "Governance and Institutional Capacity 2014-2020".

"Italia Login - La Casa del Cittadino" involved around 22,000 entities including central and local public administrations, carrying out over 30 interventions including new digital services, adjustments in terms of better accessibility, usability and interoperability of services, platforms and training courses. All these activities have been implemented in line with the objectives of the three-year plan for information technology in Public Administration 2019-2021 and with the two thematic objectives of the cohesion policy 2014-2020, OT11 "Strengthening the institutional capacity of public authorities and stakeholders and the efficiency of public administration"  and OT2 "Improving the access to information and communication technologies, as well as their use and quality"

Through informed objective evidence, which also included a survey involving more than 800 central and local public administrations, the final report of the impact assessment is structured in five parts. The first provides an introduction to the impact assessment. The second describes the Project. The third illustrates the evaluation methodology taken from the "Better Regulation" (BR) framework of the European Commission. In the fourth section, the results of the online survey questionnaire are analysed. In the fifth, the conclusions are elaborated and summarised starting from five evaluation dimensions. There are also two attachments: the ten case studies built on the interviews conducted on the agreed sample of the Administrations that participated in the Project, and the graphs resulting from the online questionnaire data reported in full.
